The Eswatini Communications Commission (ESCCOM) has granted five general electronic communications services licenses to companies that offer importation, installation, maintenance, distribution, or sale of electronic communications equipment services.
The Commission, under the authority of the ESCCOM Act, 2013, and the Electronic Communications Act, 2013, is responsible for authorizing operations and activities related to its mandate.
The entities awarded licenses are Connect I.T (PTY) LTD, Ingcova Technologies (PTY) LTD, Nasihah Investments (PTY) LTD, Eli Information & Technology (PTY) LTD, and Digitex Investments (PTY) LTD
Licensing service providers is a core function of ESCCOM as the regulatory body. Speaking at the ESCCOM offices in Mbabane, the Chief Executive of ESCCOM, Mvilawemphi Dlamini, emphasized that the licensing process is rigorous.
He noted that the Commission evaluates various factors, including the technical capability of the applicant and the financial viability and sustainability of the business, to avoid market failures by licensed organizations.
Dlamini stressed the importance of the licensees’ obligations, stating, “The Commission expects licensees to provide reliable services that meet or exceed the minimum required quality, strive to make services affordable to the ordinary LiSwati, keep up with changing consumer demands, and ensure consumer protection.”
He urged that the license and all regulatory frameworks be treated as essential guidelines for compliance, describing them as the “bible” for ensuring adherence to requirements.
“We are hopeful for cooperation from the licensees whenever needed,” Dlamini continued. “The Commission will intensify its efforts to ensure compliance and punitive measures will be taken for any transgressions. Licensing establishes a formal relationship between the regulator and the entity, conferring Licensee status, and with this status come obligations that must be continuously enforced while safeguarding consumer rights.
